In Emerald Stair, most of the island's food is grown with animancy, controversial soul magic. The envoy meets intelligent non-human species and ruins of a lost people called the Godless by colonial forces. They were the Ekida, tied to the deity and possibly the plague. The Steel Garrote, demanding rigid order for everyone, besieges the city. Whether the envoy supports or repels that siege, the city is evacuated as the plague worsens. In Shatterscarp the envoy finds century-old settlers at odds with empire and Garrote forces. Many civilizations there date back only a few centuries, and none know the Ekida's history. A major ruin names the deity Sapadal, a young emotional god sealed away after a disaster killed most Ekida, and shows the ruin spawning scourge monsters. Destroy the structure, or keep it and let an unknown number of people die at random. The Pargrunen dwarves, the most established colony, debate isolation against open gates. Later ruins reveal Sapadal's temper wiped out the Ekida. Unrest then drives quakes and a volcanic eruption. Once their home's fate is chosen, Woedica, the Garrote's patron, demands Sapadal be destroyed. The envoy can destroy or free Sapadal, then back locals, the Garrote, or the empire, with or without that god's aid.
